A Right to Represent (RTR) is the single most critical document in US IT staffing. Without written, timestamped confirmation from the candidate, an agency has zero legal claim to represent them in an enterprise VMS—leading to dual-submittal rejections, rate disputes, and burned client relationships.

What an airtight RTR must contain

• Target Client Name & Requisition ID: VMS audits require proof that the candidate gave permission for that exact job opening, not a generic catch-all representation.
• Agreed Bill/Pay Rate: Locks in the candidate’s hourly rate (e.g. $75/hr C2C or $55/hr W2) so they cannot negotiate upwards after the client requests an interview.
• Work Authorization Verification: Confirms whether the candidate is US Citizen, Green Card, EAD, or on an H-1B transfer.
• Exclusivity & No Dual Submittal Clause: Explicit confirmation that no other vendor or staffing agency has submitted them for this specific role in the past 6 months.

Template 1: W2 Hourly Contractor RTR

Template 2: Corp-to-Corp (C2C) Vendor RTR

“Hi [Employer/Candidate Name], This email confirms that [Agency Name] is authorized as the prime representation vendor for [Candidate Name] for Req ID [Req ID] at [Client Name] at the agreed all-inclusive rate of $[Rate]/hr C2C. The employer confirms [Candidate Name] is a direct full-time employee on their payroll with valid US work authorization. Please reply with ‘Confirmed and agreed’.”
